This document outlines the U.S. government’s process for determining foreign currency exchange rates for official expenditures. These rates are published quarterly and reflect the exchange rate on the last business day of the month preceding the report’s publication date. Disbursing officers at each post report these rates.
Significant deviations in currency exchange rates, specifically 10% or more from the published rates, trigger amendments issued by the Treasury Department. These amendments are incorporated into the report as separate line items, each with a new effective date. For instance, an amendment to a currency rate on April 30th would result in two entries: the original March 31st rate and the amended April 30th rate, applicable for May and June transactions. Amendments also address the introduction of new foreign currencies. This amendment tracking began in March 2021.
Certain transactions deviate from the standard reporting rates. These exceptions include collections and refunds governed by international agreements, conversions between foreign currencies, foreign currency sales for U.S. dollars, and transactions impacting dollar appropriations. Detailed information regarding these exceptions can be found in Volume I Treasury Financial Manual 2-3200.
To maintain consistency, all U.S. government agencies are required to utilize these published rates for converting foreign currency balances and transactions into U.S. dollar equivalents. This applies to the report’s publication date and the following three months, with the exceptions noted above. It’s crucial to understand that these rates are not current market rates and should not be used for valuing transactions affecting dollar appropriations. Historical exchange rate data prior to 2001 is available on the GovInfo.gov website, with records dating back to 1956. The published quarterly PDF report does not include the amended rates; these are exclusively available within the raw data. Separate PDF reports for amended rates are not published.
