Euro to SAR: ICAO Workshop and SAR Exercise in Cyprus
The International Civil Aviation Organization (ICAO) held a combined workshop and search and rescue exercise (SAREX) focused on the Global Aeronautical Distress and Safety System (GADSS) and SAR oversight in Larnaca, Cyprus from October 4-6, 2023. This event, hosted by the Joint Rescue Coordination Center (JRCC) of Cyprus, brought together 95 participants from 35 states, 5 international organizations, and 2 airlines.
The workshop, preceded by the Twelfth meeting of the EUR Search and Rescue Task Force (EUR SAR TF/12), was inaugurated by JRCC Commander Andreas Charalambides and Cypriot Minister of Transport, Communications and Works, Alexis Vafeadis. Elkhan Nahmadov, ICAO EUR/NAT Deputy Regional Director, delivered the opening address, outlining ICAO’s priorities concerning the workshop’s key topics. Attendees commended Cyprus and ICAO for organizing this crucial regional event.
A primary objective of the workshop was to elevate awareness and facilitate knowledge sharing on current SAR operations and regional implementation challenges. Discussions centered on GADSS implementation, SAR oversight, and the timely implementation of ICAO standards for locating distressed aircraft.
A comprehensive SAR exercise was conducted on October 6th, providing practical training in implementing Cyprus’s SAR procedures. Participants observed SAR services in action, the activation of aerodrome emergency plans, and the provision of assistance to aircraft accident victims and their families.
The EUR SAR TF, led by Nikola Sarancic of Serbia, reviewed the current implementation status of SAR provisions within the European region. The task force shared experiences and charted a course for future action, particularly regarding the prompt implementation of ICAO standards for locating aircraft in distress. A report summarizing the EUR SAR TF’s activities and recommendations will be submitted to the upcoming EASPG/5 meeting scheduled for November 29th to December 1st, 2023.
